Russia

Russia is one of the world's largest Bitcoin-mining countries, thanks to cheap energy, though several regions have restricted mining to protect local power grids. Bitcoin is legal, but not legal tender, and the ruble remains the official currency. A 2020 law recognised digital assets as property while barring their use as payment. From 1 September 2026, Federal Law No. 282-FZ opened regulated trading and custody under the Bank of Russia: retail investors can buy only whitelisted assets—Bitcoin among them—through licensed intermediaries, capped at 300,000 rubles a year, while domestic crypto payments remain banned. Western sanctions have restricted traditional cross-border payment rails, and the framework also underpins cross-border settlement experiments.
