Romania

Romania has one of Eastern Europe's larger Bitcoin communities, powered by a strong IT workforce and a network of meetups in Bucharest, Cluj and Timișoara. Bitcoin is legal, but not legal tender, and the leu remains the official currency. Crypto providers must be authorised under anti-money-laundering rules that predate EU-wide MiCA, and the tax authority taxes gains as income. The country has also seen debate over how heavily to tax digital-asset gains. Bucharest and Cluj host regular meetups and a growing set of bitcoin-accepting merchants.
