Portugal has long been a favourite base for Bitcoiners, thanks to a mild climate, a growing tech scene and a tax regime that for years left individual bitcoin gains untaxed. Bitcoin is not legal tender here, but it is fully legal to buy, hold and spend. In 2023 the rules changed: gains on bitcoin held for less than a year are now taxed at 28%, while longer-term holdings remain exempt. The autonomous region of Madeira has gone further, promoting a free-trade zone with generous tax treatment and courting Bitcoin businesses and events. Lisbon and Porto host a dense calendar of meetups and conferences, and bitcoin-accepting merchants can be found in cities across the country.
