Belarus was an early mover on regulation: a 2017 decree legalised crypto activities, including mining and exchanges, within its High-Tech Park, and offered tax breaks to attract firms. Bitcoin is legal, but not legal tender, and the Belarusian ruble remains the official currency. The framework has been updated over time, with the High-Tech Park supervising licensed providers.
