Namibia moved from caution to regulation, passing a Virtual Assets Act in 2023 that licenses service providers and aligns with global anti-money-laundering standards. Bitcoin is legal, but not legal tender, and the Namibian dollar remains the official currency. The central bank had long warned that crypto was not legal tender, and the new law created an oversight framework shared by the Bank of Namibia and NAMFISA.
