Benin
Benin has a fast-growing mobile-money market and a young population, and Bitcoin remains a small niche for savings and remittances. Bitcoin is legal, but not legal tender, and the CFA franc remains the official currency. The CFA franc is issued by the shared West African central bank, the BCEAO, which has warned about crypto's risks and does not recognise it; Benin has no licensing regime of its own.
